Is this cultural preservation or a means for maintaining apartheid?

Apartheid Is Over But Orania Is A South African Town Where Blacks Still Aren’t Welcome

We had a tough time getting the Yahoo video to work, but we did find an older YouTube video which we posted above.

Via Yahoo Travel:

Twenty years after Apartheid ended in South Africa, there still exists a small town called Orania, home to about 1000 cultural Afrikaners, where black people are not welcome.

This sounds really — shady. The video is way too short to make a full determination that something racist is going on but we don’t really understand why the Afrikaners can’t just create a cultural preservation club or something. Why do they have to completely shut other races out?
