The Palm Beach County Sheriff’s Office is promoting the deputy who shot an unarmed man in 2013. Dashcam video shows the deputy stopping the man for a traffic offense. The deputy shot the man four times because he thought the man had pulled a gun — but it turned out to be a cellphone.
