MsDaily is correct, that’s Tiger in the first photo, the facility just put up a higher fence this week. Coincidence? Uh no. He was too stupid to hire the decoy to go out before HE went out in the first place to throw the paps off, or better yet he should have hired this decoy to be at another facility in Hawaii or someplace far from where he’s really at so he could have had his people tip off the paparazzi so they’d follow the decoy and not him.
