Worried that welfare costs are rising as the number of taxpayers declines, state Rep. John LaBruzzo, R-Metairie, said Tuesday he is studying a plan to pay poor women $1,000 to have their Fallopian tubes tied.

“We’re on a train headed to the future and there’s a bridge out, ” LaBruzzo said of what he suspects are dangerous demographic trends. “And nobody wants to talk about it.”

LaBruzzo said he worries that people receiving government aid such as food stamps and publicly subsidized housing are reproducing at a faster rate than more affluent, better-educated people who presumably pay more tax revenue to the government. He said he is gathering statistics now.

“What I’m really studying is any and all possibilities that we can reduce the number of people that are going from generational welfare to generational welfare, ” he said.

He said his program would be voluntary. It could involve tubal ligation, encouraging other forms of birth control or, to avoid charges of gender discrimination, vasectomies for men.

It also could include tax incentives for college-educated, higher-income people to have more children, he said.

LaBruzzo, 38, is white, married to a lawyer, has a toddler daughter and holds a bachelor’s degree from Louisiana State University.

He is serving his second term in the Legislature, where he drew attention this year for advocating the controversial legislative pay raise and for trying to abolish the Lake Pontchartrain Causeway Commission and its Police Department.

His 81st House District runs from Old Metairie north to Bucktown and west along Lake Pontchartrain to the Suburban Canal. In a somewhat different configuration, it is the same district that sent white supremacist David Duke to the Legislature in 1989.

LaBruzzo described the tube-tying incentive as a brainstorming exercise that has yet to take form as a bill for the Legislature to consider. He said it already has drawn critics who argue the idea is racist, sexist, unethical and immoral. He said more white people are on welfare than black people, so his proposal is not targeting race.

LaBruzzo said other, mainstream strategies for attacking poverty, such as education reforms and programs informing people about family planning issues, have repeatedly failed to solve the problem. He said he is simply looking for new ways to address it.

“It’s easy to say, ‘Oh, he’s a racist, ‘ ” LaBruzzo said. “The hard part is to sit down and think of some solutions.”

LaBruzzo said he opposes abortion and paying people to have abortions. He described a sterilization program as providing poor people with better opportunities to avoid welfare, because they would have fewer children to feed and clothe.

He acknowledged his idea might be a difficult sell politically.

“I don’t know if it’s a viable option, ” LaBruzzo said. “Of course people are going to get excited about it. Maybe we’ll start a debate on it.”

For some people this would be a blessing. What so many people never think about is how blessed they are to be in the right mind to make wise decisions about their life. So might say, “I made it why can’t they” or “I get up everyday and go to work why shouldn’t they”. Until I walk in a person’s shoes I don’t want to judge whey they have children. Of course I could speculate but that’s all it is “a speculation”.

It would be cool if people would look beyond them selves and have compassion for others. I have a great career, but I know that other people I grew up with aren’t doing so good. I’m like, if you need to take more taxes then take them, just don’t use them for a stupid war or to buy $300 toilet seats.

We all come from the same place but we all won’t end up in the same place. Neither in this life or the one to come.

Until we can look in the eyes our fellow humans and have compassion then I feel we are lost.

Stopping unwanted pregnancies aren’t as difficult as we make it out to be but most people are lazy and self centered.

Step One: Find one or two children to mentor. Show them the right things to do and that there is more to life then what they see. Help them with their homework. Take them to church to give them a solid foundation in their life. Let them know that someone cares about them and loves them besides the gangs and predators.

Here they are getting medicaid that pays for all their medical expenses (with a measley $3 co-pay. No copay if they’re pregnant), and working people usually go into debt because they’re required to pay and arm and a leg for health care. A 25 year old with 5 kids will get hundreds of dollars in food stamps every month, and elderly people get a measley $10. It’s ridiculous!!! Medicaid pays for tubals, these girls aren’t getting them because they don’t want them! We can scream racism all day long, but sometimes you have to call a spade a spade. You see a lot of black females having all these babies back to back, and all these black males making babies with every woman they come across….something needs to be done about it.

I work for CPS and when I started reading the article I was like, “cool” because we have toom any darn people who either have their children in foster care or with a relative because they can not take care of them and they are pregnant again. This one girl does not know who or where the father of the baby she is caring is right now. She only knows his first name. It is crazy out there. So I kinda agree with this proposal because people are having too many baby’s out of wed lock and they can not take care of them. I have this lady who is the same age that I am (38) and she has had 17 children and we keep taking custody of them every time she has them because she continues to use drugs and the baby’s are born addicted to drugs.

This same plan was proposed in the early 90′s during the crack epidemic and was supposed to curb the births of crackbabies. Do you all know what happened? Even though MOST of the babies born addicted to drugs are WHITE for some reason most of the women sterilized were BLACK. They only wanted to stop the birth of ‘black’drug babies. Same thing for norplant…most of the women forced to use it in order to receive their welfare benefits (remember most people on welfare are white) were BLACK. Then when they wanted the device out (mostly due to pain and bad scarring at the point of entry), their ‘benefits’ wouldn’t pay for it.

There are several pros and cons to this proposal. If there are women who can’t afford having their tubes tied and men having vasectomies, then this will hopefully provide a better future for their families. You have to remember that there are some that aren’t concerned with their perpetual state of lacking sufficient materials or possessions. Instead of receiving a proper education, some are content in their impecuniousness, penurious, and destitute lives. Then there are hardworking, intelligent individuals born into deprivation of common necessities.

How will giving $1,000 to people be the solution to this problem? Is the Louisiana legislation really going to give money before the nip/tuck occurs? If so, wouldn’t the so-called problem heighten greater in extent? How is forestalling men and women from reproducing the only direct solution for the improving people’s lives? What about over-crowded classrooms, teachers and parents who aren’t engaged in the well being of these kids’ lives and a sinuous and corrupt legal system responsible for injustices not only in Louisiana, but in America. I don’t expect the legislation to formally address these issues, and I definitely don’t expect them to address structural economic inequalities.

I don’t know if some of you are unaware, but a woman can still get pregnant after undergoing sterilization. I’ve heard about and seen (Discovery Channel) that women tend to have long-term side effects due to contraceptives (birth control). To me, this proposal sounds like they’re controlling human rights

Here’s an idea…if a woman has been on public assistance for more than 12 months, and she is not allergic to depo provera, tell her that she has to get a depo shot every 3 months to keep collecting those monthly checks. that way, when she gets off of public assistance she will still be able to have kids in the future, and she won’t keep popping out babies while on public assistance, and it may stop the never ending cycle.

OK people. I think the point is that blacks are disproportionately on welfare. Obviously, most people in this country are white so most of them will be on welfare but it is the ratio. As a black woman in an upper-middle class family I opted to have my tubes tied after two children (both boys). I based my decision on MY salary. On $50,000-$60,000, if something jumps off and my husband decides to run off with Suzy Q, I can take care of me and my boys on my own.

I believe that we should all be smart enough to know how many children we can comfortably afford and set your limits.

A couple of my brothers should have been snipped LONG ago…they are STILL running around being trifiling and making MORE babies with women who think they’re gonna stick around…get a clue girls!

How do you know that they can’t provide for their kids? I do tons of community service, and I know for a fact that there are plenty of woman who can take care of their children.

As a caseworker in a major city I know for certain that there are more white people on welfare in this country than anybody else. There are more blacks on it in major cities but in all of the small cities and backwoods towns it is definitely white people. Well, now it may be Mexicans.

SORRY, TOTALLY AGREE!!! I just forward a story on ajc.com (Atl newspaper) about a 36yr women that was gun down last week that had 8 kids & never married. Her dumb ass mother said in the interview that her daughter wanted 10 kids. She told her, go head, you only have 2 more to go. At the time of her death she was unemployed. Can’t afford 1 but want 10. Can you imagine the little monsters she left behind. She was robbed at a check cashing store. The gunman was probably from a family of many siblings & no stability.

When these people just have babies like they are puppies, that is a community issue. When you don’t raise them, they commit crimes that effect other people. It’s so ironic that she was gunned down.

There’s a lot that happens to some women that drives them to continue to sleep with men looking for love and have their children despite the fact that they have no means to support that child and recognize on some level that the man will probably abandon them.

Sure, there are plenty of women who are what we’d describe as “triflin’”. However, there are plenty more where this becomes more of a pathology than anything.

That being said, I don’t necessarily disagree with this proposal for the following reasons:

1. Contrary to popular belief, a tubal ligation is not necessarily perminant. I’ve had several clients who have had them reversed provided they have not been cortorized.

2. I’ve been in court before and saw a woman who had abandoned all 6 of her children while on a vicious crack bing. It was revolting to see those children in the condition they were found – crying hysterically, filthy, painfully thin, hair matted to their scalps in a dirt tangle and still screaming for their mother…

When the court announced that her children will be placed in foster care, she screamed out that she needed her check so we could just “take those ’cause she would just have some more!”

For her and women like her, I say yes to this proposal. If and when you get your life together, get it reversed.

My friends and I have had this discussion a few times: why are minorities allowing the uneducated, poorer families to have several children while we stop at 1 or 2. I have a friend whose family (she and her husband) want at least 4 children so they can help build the black middle class. She started working part-time with the birth of their youngest (they’re on baby no. 2), and her husband works weekends so he can spend a day or two at home with the kids, and she can focus on them on the weekends. They have said that their plans may change after baby number 3.

They drive decent cars, they are both educated and go to church, and give back to their communities. I’m starting to agree with them on why are the “middle class” black families not spreading the wealth of our culture through more descendants? I know how many kids you have can affect your status, but really, why do we allow 5 to 6 kids to be born to a mother with no high school diploma or college degree, and only 2 to be born with a mother with a high school diploma and either some college or a four year degree?

You guys go to “The Stewart Synopsis” Just type it in. You don’t have to go into debt for thousands of dollars to be educated. There is a term called “erudite”. Be it. Breathe it. Because of it, I can debate, and intellectually terrorize, any person taught at an ivy league “institution”.

But this is no way to stop people on welfare. This sounds like a form of slavery. How are you going to make a grown azz person do something like this to themselves. i’m not mad at John LaBruzzo for his proposed legislation, but it problematic at best. i think that it should be optional, of course, and considering that the majority of people on welfare are white, it’s not racial…in theory. in practice, however, that’s where race will come into play. how will this option be advertized? who will get the “talk” vs. who doesn’t? the same issues came up with the aggressive marketing of The Pill and IUDs and every other form of contraception in the black community. that’s where the racism comes in. i’m not totally against this proposal (in theory), but there needs to be very specific parameters in place in it’s implementation and not just left up to individual agencies to decide. for arguement’s sake, let’s say it’s mandatory that every woman with more than 3 children on welfare get the “talk” no matter her race; no woman under 24 can qualify for the procedure (will ensure we are dealing with fully cognizant adults), etc. ok, so we get all that sorted out. my other concern is how do we hold the fellas responsible? girls/women are getting pregnant by themselves. if anything, this legislation is far more sexist than racist. it is telling women (all women) what they can and cannot do with their bodies. i mean, proposals have been made to pay welfare women to have abortions. no one would agree to that, right? now, i admit, some women don’t have the sense God gave them to keep their legs closed, but effort should be to educate before we penalize. now, once you have the information, been given the option, made your choice, then there should be ramifications (a whole ‘nother arguement). the final major problem (for now) i have with this proposal is that LaBruzzo is trying to reduce a major life decision to a few dollars. the procedure should be free with no monetary incentive that way desperate people will not be tempted by the green. instead, we have educated people making informed decisions on how to make the best decision for themselves and their families with no hidden agenda.

I think it’s a great idea, our tax dollars are taking care of able adults and kids who are not being productive or contributing to society. In addition it is voluntary no one is forcing individuals to have the procedure. I completely agree with the program. Women and Men who conceive children with out any regards to how they will take care of them should be stopped. They are not going to take birth control. The bottom line is that this insidious “plan” perpetuates the “eugenics ideology”. Right now, whether the plan comes to fruition is irrelevant. What is relevant, is the underlying deleterious message this “plan” is sending; that “only certain groups of people” are socially acceptable and deserve (aka “entitled”) to exist. While “other groups” (e.g., particularly low income and women of color) are the cause of all of society’s social ills and should not be allowed to procreate or co-exist with other people who personify “desirable traits”. Hmm, I wonder what those “desirable traits” could be? The plan reinforces stereotypes about marginalized and disenfranchised groups (i.e., the “Black Welfare queen” or that low income (“under class”), uneducated, and/or people of color have uncontrollable sex drives, and are unwilling to work or are just too “lazy” to find gainful employment). Yet, the “plan” and proponents of this plan neglects/ignores to examine the social, historical, and institutional constructs that created the situation in the first place. Additionally, this is nothing more than a form of state sponsored discrimination which affects the 42% of Blacks living in poverty in the state of LA (stat provided for the year 2007). By the way, stats consistently show that women on welfare have less economic incentive to have children and the typical welfare family is a mother and two children, slightly

less than the size of the average family in the United States.

So let me re-word the “proposal” for you – the plan intends to SPECIFICALLY target a group of people who are “economically marginalized/disenfranchised” so they can stop procreating based solely on their ECONOMIC STATUS or CLASS. But he wants to provide tax incentives for college-educated, higher-income people to have children?

Now on the generational point that LaBruzzo’s “proposal” makes and some of you have so eloquently argued for:

As I said in my earlier, it doesn’t matter if this proposal comes to fruition or if the proposal is voluntary. It is the message it is sending or trying to reinforce. To that end, you can’t eliminate an economic crisis/problem by trying to eliminate a group of people.

Im on the fence with this one. I have a friend who is pregnant with her 4th child, and on her 3rd baby daddy. Yes I said Baby Daddy… Any way she has no job and no education outside of high school. She has had multiple abortions, but continues to get pregnant, without a job or any way to take care of her children. Situations like that need some sort of intervention, and im sure if someone gave her compensation to get her tubes tied she would. On the other hand, I kind of see this as a race thing, regardless of who the majority is on welfare in this particular state. As a black teacher, who dedicated four years to “doing good in the hood” I say YES! Please spay and neuter folks who are just popping out babies. I have seen too many children come to school hungry, dirty and ultimately not cared for by their parent. I have seen parents talk to their kids as if they are a burden, when they did not ask to be born. It is a disgrace! It has honestly been the best birth control for me as a teacher, cause even though I am college-educated and have NO kids, I don’t even want any cause I am afraid they will socialize with these children who have to raise themselves.

I totally agree. It is wrong for someone who is very irresponsible to keep having kids w/o the finances to care for them. I can’t tell you how many times I have seen this kind of thing occuring at my job(I’m a nurse). People who can’t afford to pay for thier own food and be able to support these children , send them to school etc. yet refuse to act sensible and continue to procreate recklessly. Someone mentioned them paying for school….It’s funny you should say that b/c someone with no job and 3 kids (unmarried of course), can get their educations paid for with no problem. Someone like me with NO kids and a full time job, has to struggle and take out loans, increasing my debt, just to pay for college. It’s like you get rewarded for doing the wrong things. Then they’re the same ones who come to school complaining because they have to juggle education and parenting. No one told them to have kids BEFORE going to college.

I think its a great idea i’ve been saying this for years! I dont like paying for other peoples kids! I think anyone bringing a child into the world should be financially & mentally evaluated. BTW its not racist and I am a black man.

I actually think that it’s a very good idea. There are too many people who keep having babies and don’t want to work to support them. Not just blacks but whites too. I believe that anyone who is able to work should work and not expect for the government to take care of their responsibilities. If they can’t be responsible and take the proper precautions to insure that they don’t keep making babies, maybe they do need a small incentive to keep them from doing it.

I think it is a great idea, although it would not solve the problem, anything to slow it down would help at this point. It has gotten way out of hand and something needs to be done. Race has nothing to do with this, it is a problem for many communities. And it is truely sad. At what point do you say enough is enough? As far as taxes, there is no way around that, if they aren’t paying for this then it would be something else, I would rather it be something else.

Talk about not cherry picking stats how about you also bring up the stats on how the different local governments hand out funding to schools and which ones get MORE money. Most of the inner city schools SUFFER. It is a domino affect. Why does everything have to revert back to Black people, they are referring to all women (spanish, black and white)that are having kids they cant support. It’s make absolutely no sense to have kids if you are not financial capable.We have enough people receiving food stamps, free housing and a monthly check. I personally feel that Government assistance only helps people to not be self motivated. Why work, when you receive $300-500 a month in food stamps and/or pay only $25-100 a month in rent. Just sit on you lazy behind and continue to rack up government assistance. Kids are very costly from (daycare/aftercare, food, clothes, and other every day expenses. I support the decision and hope that it becomes a law!

Sounds like an okay plan. The people involved would have a choice, and as long as they can comprehend the meaning of what they are doing. I know a woman on assistance with 6 kids and her man has 7, 2 by her they plan to have more. I believe if they were offered the right amount they both would be inline. I agree with whomever wrote that this is a ‘class’ issue NOT a ‘race’ issue. Having children is a personal choice; however, when that personal choice affects others in terms of having the burden of paying to support your personal choice (multiple children) — legislation like this is going to be introduced.

On the surface it seems like it’s a good idea because it is positioned to be an option. But, what happens when other stipulations are imposed. I guess I have a problem when the government tries to intervene on reproductive issues no matter how well intentioned the legislation may be because ultimately you are giving power and dominion to the government to legislate your personal choice as it relates to your reproductive rights.

The entire welfare system needs to be reformed. I think the key is to restrict how long folks can remain on welfare vs. trying to get folks to voluntarily sterilize themselves. Even after the sterilization, the person is still on welfare and continuing to live off the system which perpetrates the problem.

and do some research. what makes u think the majority of ppl on welfare have a bunch of illegitimate children? stop swallowing everything youre fed. and there are folks on state assistance who dont get money but get better healthcare or who get unemployment benefits which are paid by the employer not by everyone in the community. yes, they lump all these people into the category of welfare when its not that black and white.

The funny part of this whole issue is we ALL KNOW a few people that would go for this in a heart beat.

I worked with a girl years ago, & her dude had 7 kids! 5 mothers! WTF. And this dude use to ask her the kids names and birthdays. No joke, he couldn’t remember. Give this ass his grand right “f”en now!!

If we as blacks would do our research we would see that this is a modern day plan that actually was originated back in the days of slavery. The europeans at the time offered Negroes money to voluntarily sterlize themselves so that they could not produce more “ignorant negroes”. It’s the same concept, 21st century.

Hi,I live in metairie,la and iam also black.I work as a kitchen desiner and have 2kids.Yes its true white people are on welfare,but the only ones the media showes are black so one would think that only blacks are on welfare.And also white people try to be low key when they need welfare.The only time you see white people spending foodstamps in the media is after a hurricane.There should be a limit of how much you can get,and a time line.They should make them repay it buy helping rebuild elderly people homes after hurricanes.

There’s a lot of White families that live in trailer parks that are on the county.

I’m a teacher. I work 2 jobs along with my husband. At my private school we offer subsidized tuition and before/after care for those below the poverty line. We have a parent with 5 kids in which they basically attends for free. All she has to do is pay a co-payment of 10.00 dollars a week for her 5 kids. Do you think she does that? No!! We have to chase her down to pay her money. But her kids stay with the freshest gear, newest hair styles, etc. I say this agenda should be considered. Why should i have to work 2 jobs, struggle to pay healthcare, mortgage, etc. When people like her can stay home, get paid, free healthcare, free access card, almost free private school tuition. Why would her ass want to work? If people like her depend on government dollars to support her lifestyle then the government should be able to have it’s say on her healthcare. Is is genocide? I don’t know about all that. But people have to start being responsible of their security. Stop relying on this plungering government to support you. Economically it’s impossible to support so many people at once. It’s very hard for middle class people to survive, when our tax dollars have to support people like this. I know some people need it temporarily. But they aren’t the ones abusing the system. It’s the ones that refuse to look for a damn job. They can on longer use “I don’t have a babysitter” as an excuse. The state pays for childcare as well! As a matter of fact, if the economy continues to suffer; there will be a trickling effect and subsidized services will be cut off. That’s when crime will increase, when their free stuff gets cut off. All some people know how to do is kill and pro-create.
