What is a “Government Shutdown” and why does it happen?
It’s an avoidable situation where the dysfunctional government stops providing all but “essential” services. Think NFL lockout, but rather than athletes and team owners at odds, it’s Congress and Pres. Obama who can’t reach a deal on a spending bill.
Under the Constitution, Congress must pass laws to spend money. If Congress can’t agree on a spending bill or the President vetoes it, it’s illegal for the Gub’ment to spend money.
